The National Correspondence Institute began in 1893 for courses given by mail to prepare applicants for civil service exams. An 1898 NCI advertisement: "Uncle Sam is selecting employees for positions of Post Office, Custom-House, Internal Revenue, Railway Mail, Departmental and Government Printing Services."
